5) Who does the group target, and why?
6) What tactics does the group use, and why?
7) What countermeasures have been used against the group? Have these been effective?
The second part of the paper must propose a policy to counter the particular terrorist group. The structure of the policy is up to the student to develop as they wish, but the policy should be well-argued and well-supported by citations.
