Focus on the Ontario government’s investments in renewable energy resources

Our topic is to write this report by
focus on the Ontario government’s investments in renewable energy resources. My part is focus on Solar Energy and Biomass(like Alcohol). You don’t need to write the whole report just the 2nd , 3ed and 4th section of this report based on my focused part. (About 10 pages)

Following is the instruction of this report.

Section 1: Issue Identification and Description (1 page)

In this section you must communicate to the reader the basics of the conflict, identification and description of the problem, and a brief description of current policy.

In your description of the current policy, you must identify the agencies of government that currently administer this policy.

This is a one-page introduction to your issue (based on average of 250 words per page)

Section 2: Policy History & Development (2-4 pages)

1.How did your topic become a public policy problem by discussing the root causes of the problem, as well as the proximate causes?

2.Second, did it get placed on the policy agenda and by whom?

3.Third, what is the policy history of your problem? What institutions (formal and informal) have acted upon it in the past? For example;

Has Parliament/Provincial Assembly passed laws? Did the courts rule on the issue? What has been the impact of various Prime Ministers/Premiers and/or senior Ministers on the process?

How have the bureaucracies (public service) assigned to implement the policy performed?

4.Finally, where do we stand currently? That is, as of March 2013 what is the current policy situation?

Your history must be long enough to give the reader a full idea of the scope and policy activity regarding your topic.

Section 3: Policy Solutions (5-6 pages)

In the real world of policy analysis there are often dozens of competing policy alternatives for a problem. For this Research Report, critically analyze the current policy and at least 3 relevant policy solutions. For each of the important policy solutions you must:

1.Identify the solution and how it works

2.Identify the strengths of the solution

3.The weaknesses of the solutions

4.The relevant actors who support and oppose it (this does not mean some wacko fringe group who has an angry webpage, but important policy actors)

5.The tactics being used to enact the solution. This means providing a detailed discussion of the means the various sides have pursued to achieve their goals”e.g., lobbying Parliament or Provincial Assemblies, bringing lawsuits, creating grass-roots networks, waging media campaigns, making campaign contributions, and so on.

6.How it might solution be implemented and who would be in charge

7.The political feasibility of this solution. By this I mean does this solution have a chance of being enacted given the political, social and economic context we are experiencing winter 2013.

Clearly you may well hold strong opinions yourselves on the issue and may find it difficult to write objectively about the solutions with which you disagree.

Nonetheless, I expect that after reading this section of your Research Report I should have no idea where you personally stand on the issue. Your task is to present as balanced an argument for each policy solution as possible.

Section 4: Justification and Conclusion
(1 page)


In the last section of the report please give me what do you believe is the best policy alternative and why? (your choice must be one of the previous solutions you described in section 3)
