• Examine the problem by using theories covered in the course (e.g IR theories, policy-making theories, principal-agent theory).
• What can the international community, state actors or non-state actors do about it?
The essay requires independent research. Select a global policy problem e.g HIV/AIDS, nuclear proliferation, whaling, genocide prevention, economic development, immigration, intellectual property, environmental pollution, etc. Describe the significance of the problem. In what ways is it a ‘problem without a passport’? Drawing on theories covered in the course (e.g IR theories, policy-making theories, principal-agent theory, the role of non-state actors), assess how theory helps our understanding of some aspect of the policy problem and formulate a specific question for your paper. Think of a question that can be examined by using the theories covered in the course (for example, what explains the rise of ‘tax havens’ on the public policy agenda, what actors (eg states, corporations, NGOs, intergovernmental organisations) are likely to be most influential in shaping the outcome for the policy problem, ‘what role have governance networks played in the global environmental regime?’, ‘have states being able to address the problem of genocide more effectively by delegating powers to the international institutions?). What can the international community, state actors or non-state actors do to address the policy problem and how likely is such action?
The problem i have selected is education. i’d like a suitable topic for this essay. The word limit is 3000 words and must not exceed 3000 words, referencing style is harvard, plagiarism should strictly be avoided, should include a bibliography. This is a Masters programme essay.
