Recommended Outline
For your answer you will develop a mission statement for the
democratic police and outline its role, organizational structure,
functions, leadership, accountability system and ways in which it will
work with the citizens. You will also need to describe its
relationship with the political leaders, the judiciary and citizen
groups. Your essay will
prescribe a mechanism to deal with complaints against police officers,
to control their discretion and to ensure that the police and the
citizens are co-producers of safety and security in their region.
For the terrorism section of the essay you will assess present police
and security methods against terrorist, evaluate them with the notions
of state terrorism and argue if the police can really succeed in
combating terrorism by remaining within the legal limits. You will
need to illustrate your answer by examples.
Note 1: It is expected that you will make use of the short responses
that you have done for this class and address the concerns that I have
raised in the class. Your essay MUST cite references from the readings
that we have discussed in the course.
Note 2: This is the MAJOR essay of this course and constitutes a high
proportion of marks in the final evaluation. Accordingly, it is
expected that the essay will be around 8-10 pages long, double-spaced,
checked for grammar and spelling and will have full references at the
end.
