Thesis Statement:
A large segment of inmates in county jails and state prisons are considered mentally ill; and many more are released on probation into our communities. An analysis of this crisis indicates the types of programs available to effectively manage violent offenders who are mentally ill are not well funded or effective.
What should our Legal Court System do with the mentally ill who are involved in violent behavior? Is there a dilemma between protecting our communities and rehabilitating the mentally ill offender? What are the reasons for such an increase in incarcerating the mentally ill?
Provide evidence which illustrates the way Mentally Ill Violent Offenders are treated by Law Enforcement, the Courts and Judges.
