Every educator starts with a desire to see his/her students reach a certain goal. In this case the goal was to establish a national literacy program. As we all know, every journey begins with the first step. For the educator this first step is evaluating what his students know and what they are capable of doing. The first is much easier to assess than the second but both are possible.
